The 2nd Workshop on Reservation policy for the Member of All India ONGC OBC & MOBC Association, Cauvery Asset held at Kodaikanal on 31st August 2014.

The 2nd Workshop on Reservation policy for the members of All India ONGC OBC & MOBC Employees Welfare Association (AI ONGC OBC & MOBC EWA) of CAUVERY ASSET was held at Kodaikanal on 31st August 2014. Mr. SHIV CHARAN SINGH GGM-Asset Manager, Cauvery Asset, Karaikal inaugurated the Programme by lighting of Lamp and offer floral tributes to the Portrait of Thanthai Periyar in a traditional manner. 

While addressing the workshop, Mr.Shiv Charan Singh, Asset Manager outlined the significance of Reservation Policy in public employments and stressed the need for more knowledge and updates in implementation of the Reservation Policy. He stated that as a tradition so far in Cauvery Asset, the AI OBC/MOBC EWA have been maintaining harmonious relations with Asset management for overall development of Cauvery Asset. He stressed the Association to take proactive role for the development of Asset in enhancing the production and drilling and overall performance of the Asset. He emphasised the participants to make the workshop more interactive and get maximum benefit out from the eminent faculty Mr. Kalasa Ramalingam.

Mr. C. Sethupathi, Working President-CWC, while giving Presidential address, stated about the commendable efforts and significant contributions of Dr. B.R.Ambedkar by providing reservation to Backward classes by way of article 16(4) and Article 340 in the basic structure of the Constitution, which paves the way for providing reservation to all Other Backward classes.  He exhorted the important contributions of Thanthai Periyar for the upliftment of all Backward Classes, SC/ST, Women and other under privileged sections to maintain egalitarian society. He stated that Reservation policy is not mere a privilege, it is the right for all the backward class citizens to get the proportional representation in governance for serving the society.  He pointed out that ONGC took proactive steps and acted as a role model in implementing the reservation policy for OBC in true letter and spirit and as a sequel there is no grievance exists.  Also he expressed his sincere thanks to the CMD, Director(HR), ED chief - ER & Board of Trustees of ONGC Sahayok Trust for  issuing the order for extending financial assistance to the needy employees at the work-center level by the respective key Executive.  Thist will be timely help for the needy people.

He also requested all Employees belongs to OBC community to convey their gratitude to D(HR) & Corporate Management for implemented the order Dt: 01/08/2014 which was issued by DPE guideline Dt:12/06/2014 & DOPT( Govt of India) Dt:13/02/2014 for  including the OBC member in the recruitment Selection committee / Board.

On this occasion, beloved Director (HR) Mr. D.D. Mishra gave compliments over teleconference and lauded the association for their concerted efforts of various developmental activities for the growth of Organisation and makes use of the workshop for the benefit of all concerned. The compliments and best wishes of Director (HR) gave impetus and brought overwhelming response among all the participants.

GM-Head Support Services congratulated the association role in active participation of various development activities of the Asset and briefed the important provisions and historical background of reservation policy in a precise manner. He also complimented the association and appreciated the meticulous planning of Working President who always took leading and facilitating role in organizing various developmental programme in a grand manner.

Mr. Kalasa Ramalingam, the eminent faculty authored several books on Reservation Policy, took the session in a more interactive manner in local vernacular language which covered the entire scope of Reservation policy, starting from Constitution Provisions on Backward class reservations,  the salient features of Kaka Kalelkar Report and Mandal commissions report on Social and economic background of Backward classes and highlighting the  need for Reservations for their upliftment, the judiciary’s interpretation of the Reservation policy, procedure for filling vacancies reserved for OBC, the concept of Creamy layer and latest judgment of the Supreme Court and amendments.

During the valedictory programme, feedbacks were obtained from all the Participants and GGM-Asset Manager gave valedictory address and Mr.C.Sethupathi proposed vote of thanks to all concerned. Particularly he thanked the Asset management for organized the workshop after six years. The programme was Coordinated   by Mr.E. Jayaraman, Chief Manager(HR), Mr.M.Mohanraj, Manager (HR),and  Mr.D.M.Rajasekar HR(Executive).
